Some Proposals For the Cultural Cooperation in the South East Europe
CULTURAL COOPERATION WITHIN THE EURO-REGIONS IN THE SEE
•Establishment of euro-regional ‘offices for culture cooperation’ and euroregional cultural foundations in the SEE
•Establishment of cultural ties and concrete cooperation plans in the Euroregions of SEE 
One of the concrete examples:
Cultural Cooperation in Euro-region Danube-Kris-Moris-Tisza (Establishemnt of the Forum for the cultural cooperation; creation of the on-line database of cultural institutions in the DKMT, creation of euro-regional cultural foundation, establishment of the magazine in all three languages; regional mobile music festival; publishing of the monography about DKMT).
ADMINISTRATIONS, PUBLIC SECTOR AND CULTURAL POLICIES
•Beginning of the process of reconciliation of the legislation and fiscal policy in the field of culture between the countries of the SEE Region and also adjusting them to the recommendtions of the Council of Europe 
One of  the concrete examples:
Compendium (The Cultural Policies in the SEE Europe – A Compendium  of Basic Facts and Trends in the SEE Europe is a descendent of the Programme of National Cultural Policy Reviews. It is a marker in the longer term exercise to produce a collection of informations and data about cultural policies in the SEE Europe.)
•Creation of the Council of the Ministers of Culture in the SEE Region
•Creation of the Network of capital cities of the countries of the SEE Region and development of the cultural cooperation
One of the concrete examples:
Balkan Capitals Cities Culture Exchange (The project aim is to enable the transfers of art and cultural events from different capital cities in the Balkan region during the summer: theatre, music, dance, book fairs, folk music etc.)
•Adjustment of the customs duties to the same level and enabeling free flow of people and cultural production within the countries of the SEE Region, especially in the field of the cultural industries coproduction and productions.
•Revitalization of the cultural monuments in the SEE region (above all from UNESCO’s list of world cultural heritage) and their mutual networking
One of the concrete examples:
The Balkan Cultural and Historic Heritage and Tourism (The project should promote the cultural and historical heritage of the Balkans, defining a common cultural and historic image of the Balkans and promoting the Balkan treasures and sites in front of the world. This is the promotion of the Balkan as a region with its own cultural identity that can alleviate the cataclysms and the conflicts on the peninsula)
•Education of local administration and cultural practitioners
One of the concrete examples:
Workshop in Art Management (Workshops that would offer art and cultural management training to all cultural institutions within the Balkans and which would be useful for education and understanding how to cooperate with each other).
•Creation of the Network of Art Univesities and Schools in the SEE Region 
One of the concrete examples:
Regional Cooperation of Art Universities and Schools in the SEE Region in the framework of the Bologna Declaration with the aim to enable mobility of students and teachers; intensive exchange of programs and curricula; common interests and ways of reforming the system of art education.
CULTURAL INDUSTRIES
•Development of cultural industries based on regional linking (especially in the field of cinematography, music, publishing, etc.)
One of the concrete examples:
Balkan Mobil Movie Festival (This festival should bring together all the best movie productions in the last 5 years in the SEE Region and there should be organized a mobile cinema presentation across the SEE Region during the summer).
•Creation of Virtual Fair of Cultural Exchange in South-East Europe 
One of the concrete examples:
Cultural Exchange in South-East Europe An Internet database (on-line) where all cultural practitioners from the Region and other parts of Europe can describe their projects, look for partners or offer possibilities for exchange. The Virtual Fair will be excellent tool for both art managers and artists within and outside the Region.
•SEE cultural industries present creative potentials
One of the concrete examples:
Organizing conference between representatives of cultural industries form SEE and other parts of Europe with investment interest and development of partnership. 
CULTURAL FOUNDATIONS IN THE SEE
•Revitalization and transformation of cultural foundations in the SEE Region, creation of the network of regional cultural foundations and their linking with cultural foundations from other parts of Europe.
One of the concrete examples:
Funding the Future – The Future Role of Cultural Foundations in the South-East Europe (The project should cover several main themes such as: foundations in cultural landscape of the SEE today; to influence the authorities to make financial and legal environment for development of the local foundations /including return of the property to the old foundations and endowments/; future developments in the foundations sector in the countries and the Balkans as a whole; to create a regional association of cultural foundations - Balkan Foundations Development Group).
