The Ministry of Culture of the Republic of Serbia has approved a new project proposed by the Balkankult Foundation.
The purpose of the project Preserving folklore heritage and cultural policy of the Republic of Serbia is to launch a research effort with a view to getting a comprehensive review of the policy, attitude and treatment of folklore and ethnographic heritage in Serbia as well as a specific place of folklore art in cultural policies.
In that context, it is necessary to research and analyze:
• Present-day meaning of folklore.
• To establish what subjects are included in conceptualizing and implementing folklore policy in Serbia.
• To make a list of their on-going measures, programs and results of their implementation.
• To identify problems encountered by them and what could be done to promote those policies and activities at all levels of cultural policy.
Folklore policy plays one of the major roles in conceptualizing contemporary identity policies as can be seen from the growing importance of protection of non-material cultural heritage.
In addition, this cultural branch offers a huge market potential closely linked to the promotion of tourism, textile industry and other businesses.
Â
Methodology
The research should be a combination of several different work methods.
• To start with, we should review current legislation regulating these issues and offer an impartial critical assessment.
• We should study the performance of the official State institutions (including museums and institutes) and evaluate their attitude towards contemporary folklore practices in Serbia; it appears that the problem is the lack of cooperation among them and the fact that these institutions are detached from contemporary artists, especially those who seek to create attractive modern products based on folklore heritage.
• Then, a list of festivals, competitions and other forms of presentation and promotion of folklore heritage should be made.
• Examine good examples of modernization and promotion of some of these projects that enrich and improve the tourist offer. It is also necessary to conduct a series of interviews with stakeholders who strive to modernize folklore heritage and on that basis create marketable and interesting projects artistically, so that we could identify major problems in their work.
The research should also proceed from good and successful practices of European countries and point to such potentials and single out, as may be the case, good examples in our country.
For the purpose of this research, data base of the Institute for Cultural Development of Serbia should be used. Once gathered data is analyzed on a selected (stratified) sample, individual interviews should be conducted with representatives of local communities, folklore groups and other folklore art stake-holders in Serbia.
